MOEF has formulated a scheme titled National Afforestation Programme (NAP) by Merger of four CSS " Centrally Sponsored Schemes ", namely, Integrated Afforestation and Eco-Development Projects Scheme (IAEPS), Area Oriented Fuelwood and Fodder Projects Scheme (AOFFPS), Conservation and Development of Non-Timber Forest Produce including Medicinal plants Scheme (NTFP) and Association of S. Ts. And Rural Poor in Regeneration of Degraded Scheme (ASTRP) with a view to reducing multiplicity of scheme with similar objectives, ensuring uniformity in funding pattern and implementation mechanism, avoiding delays in availability of funds to the field level and institutionalizing people’s participation in project formulation and its implementation.
Implementation of National Afforestation Programme would be done through Forest Development Agencies (FDA's). Forest Development agencies would in turn carry out the activities through Village Forest Protection & Management Committees (VFMPCs). FDA's are to be constituted at the territorial/Wildlife forest division level and they will be registered under the Societies Registration Act.
